Tulips by Night 2023

Friday, May 5

A St. Louis Region, SCCA, Social Road Rally in Conjunction with the St. Louis/Southern Illinois Gateway Sprints MiDiv Majors Weekend

Description: Tulips by Night 2023 is an evening Monte-Carlo-style road rally/tour of about 50 miles. We have designed this event with the new/occasional rally team in mind. Expect paved county roads, easy-to-follow tulip diagrams for route instructions, and checkpoint locations identified both by official mileages and official arrival times. Timing will be in minutes and seconds, with checkpoint arrival times calculated to whole minutes. For teams new to rallying, a brief school before the event will explain how to run the event and answer questions a team might have.

Start: World Wide Technology Raceway, Madison, IL.

Finish: The Lucky Rooster Pub & Eatery, 101 W. Main St., St. Jacob, IL 62281.

Size of the field: We are limiting the field to 15 teams.

Registration: Pre-event registration only here at motorsportreg.com. Entries on a first-come basis.

May 5 check-in and signing of waivers, etc.: 6 p.m. to 6:30 p.m. at World Wide Technology Raceway.

Rally school Q&A : 6:15 p.m.

Safety meeting: 6:45 p.m.

First car departs the start: 7:01 p.m.

First car arrived at finish: Approximately 9 p.m. (We will have a full moon, the Flower Moon, May 5, with sunset at 7:56 p.m. With Mother Nature's cooperation, it should be a perfect occasion for an evening drive. The Lucky Rooster, which is staying open just for us, has a lovely patio also.)

What you need: a car, a driver & navigator, a smartphone or tablet for the Richta GPS Competitor App (free at Google Play or Apple’s App Store, see below), a clipboard & calculator, pencils & paper, and a flashlight or map light to read route instructions after sundown—and an inclination to take an evening drive.

What you don’t need: Special rally lights on your vehicle. (Your OEM headlights should do just fine.)

Entry fee: $20.00 per team for SCCA members, $35.00 per team for non-members.

Information: James H. (Jim) Heine, rallymaster, 314.922.6120, editorialsolutions@sbcglobal.net.

Other really good things to know--timing and scoring: Tulips by Night 2023 is a TSD (Time-Speed-Distance) event at which you will be timed at several locations along the rally route. We will use the Richta Rally GPS Checkpoint System for timing and scoring. To compete, each participating team will need a smartphone or tablet with active data cellular service (no airplane mode and no wi-fi only devices!) with the Richta Competitor App installed. The app will report your arrival time and leg score to your cellphone or tablet moments after you pass each GPS checkpoint location. For more information about the Richta GPS system visit https://richtarally.comAlso, the SCCA Detroit Region’s rally page has an excellent summary of the Richta system, especially its Competitor App, which you will use. Visit http://drscca.org/rally/using-the-richta-competitor-app. Visiting it is worth your time.

Event requirements

The standard SCCA rules regarding road-rally registration will be observed (e.g., proof of valid drivers license and current auto insurance, vehicle inspection [self-inspection by the rally team], signing of SCCA waiver/release forms, including confirmation of valid SCCA Annual Minor Waivers for Minors).

WaiversAll participants will be required to read and sign the standard SCCA waiver before being allowed to participate in this event. The signing of the SCCA's “Release and Waiver of Liability, Assumption of Risk and Indemnity Agreement” is a pre-condition to participating in any SCCA event. Any adult, age 18 or older, must sign the waiver.

Minor ParticipantsA Minor taking part in an SCCA event, including this event, as a competitor, on-track participant, or volunteer or worker with access to restricted (hot) areas must have an Annual Minor Waiver on file for the calendar year.

The Age of Majority is 18 years except in Alabama and Nebraska, where it is, 19 and Mississippi, where it is 21.

The Annual Minor Waiver will be issued to the Minor by the SCCA National Office. For more information about this process, click on the following document and see the section “Minor Annual Waivers”: Digital Annual Waiver 12-01-2021.pdf.

Before obtaining an “Annual Waiver Minor” for a child, nonmember parents/guardians, as well as the minor in question, must obtain an SCCA Guest Account.

1. Log onto scca.com.

2. Click on “Join/Renew” in the information bar at the top of the page.

3. Click on “Create a Guest Account.”

4. Click on “I don’t have a Member ID.”

5. Complete the required information.

Once you, as parents or guardians, have received your Guest Accounts, you can begin the process of acquiring an Annual Minor Waiver for your child. See again the document noted above: Digital Annual Waiver 12-01-2021.pdf.

Do not wait until the last moment to obtain an Annual Minor Waiver for your Minor child/participant. SCCA staff normally is not available after normal business hours or during weekends; so a last-minute Annual Minor Waiver request cannot be processed before the start of this road rally. Without a valid waiver, your Minor will not be allowed to participate.
