A.  Single National+ Race, June 29 - 30, 2013, Blackhawk Farms Raceway, Rockton, IL

C. This event is organized by the Blackhawk Valley Region and Milwaukee Region of Sports Car Club of America, Inc.

(SCCA) and will be held under the SCCA General Competition Rules and Fastrack updates, except as amended by

these Supplemental Regulations.

E. This is a National and a half National race consisting of one 20 minute practice session, one 25 minute qualifying

sessions and a 24 lap race. Race Groups 1 thru 4 will have a second 24 lap race. The grid for the second race will be

based on each competitor’s fastest lap time in the first race. The practice sessions shall be considered a practice session

for both races. Race Groups are reflected on the Supplementary Regulations Event Schedule page.

I. Race results and trophy distribution will be per the GCR and Fastrack updates or better.

J. Official scales availability is on the Supplementary Regulations Event Schedule page.

K. The fastest qualifier in a race group who selects the "outside pole" (per GCR) must notify the Grid Marshal at the front

of the field before the five minute warning is given for that race group.

L. Split starts are at the discretion of the Chief Steward who must receive a request within 30 minutes after posting the

final grid.

M. Drivers may be held responsible for harm to property, including damage to the track and to the environment. Fees

charged for the removal / disposal of hazardous waste or used tires will be assessed to the responsible driver.

N. All competitors must maintain a slow, prudent speed on pit lane at all times. Use the transit lane until reaching and

upon exiting your pit stall. Do not drive through other pit stalls. Tire scrubbing is permitted after the apex of corner

one.

O. Four (4) crew members (plus the driver) are allowed over the wall to service a vehicle in pit lane, and only two (2)

crew members are allowed over the wall for signaling purposes. No crew members are allowed at the pit wall

during starts and restarts.

P. If the Chief Steward allows the substitution of a car or driver, per GCR 5.12.2.A.6, any qualifying times earned for

the original car / driver up to that point will be removed.

Q. A competitor involved in contact, or who has violated flag rules (yellow, black, red, or checker), must report

directly to impound in the racecar, and report to the steward.

R. A competitor who witnesses contact, or witnesses a violation of flag rules, in the spirit of the sport, should also

report to the impound steward.

S. Cars entering the track from the pits must remain to the right of blend line until the end of that line at turn one.

T. As the pit lane is narrow, please stop as far to the right as possible for the safety of crew and pit lane personnel.

U. During Practice, competitors will take the checkered flag at Start / Finish and complete their current lap.

V. Other Information:

1. Functioning AMB TranX 260 transponders properly mounted to the competition vehicle are required for

all sessions for all race classes. Transponder times are official times for all race groups.

2. Radio frequencies 452.700, 457.700, 461.150, 461.325, 462.200, 463.700, 464.075, 461.175, 463.225,

464.525, 466.175, 468.225, and 469.525 are reserved for race operations and may not be used by any

competitors. The Region reserves the right to designate other frequencies for race administration.

3. When entering the track from the pits, drivers must keep their cars to the right of the blend line up to

corner 1. When leaving the pits, scrubbing of tires is not permitted until past the apex of corner 1.

4. Black flags, mechanical black flags, and sound violations may be displayed at Corner 6. The Steward of

the Course (SOC, formerly known as the Black Flag steward) will be located near the end of the pit lane.

5. Proper credentials, closed shoes and shirts are required in the pits, grid and false grid areas.

6. Smoking is prohibited in the pits, grid and false grid areas.

7. Noise Pollution Regulation: No racing engines, including showroom cars with open exhaust, may be run

before 9:00 AM or after 4:30 PM on weekdays and before 8:00 AM or after 6:00 PM on weekends. On

Friday night only, no race engines may be run after 4:45 PM. Maximum sound reading allowed by local

ordinance is 102dB. During the race you may be black flagged after 3 sound violations and moved to last

finishing position with a loss of event points (if you had a race finish).

8. FE and FM tire markings will be available on the false grid before qualifying session or at Black Flag at

the end of pit lane, at the steward’s discretion.

9. Any competitor that loses fluids on the track causing the use of more than the allotted (6) bags of oil dry

for clean up may be charged for the excess bags.

10. No team timing devices to within 20 feet either side of the Start Finish Line will be allowed.

11. No vehicle is allowed on track surface after last session of either day or before 8am in the morning, except

as authorized by the Chief Steward.

B. Blackhawk Farms Raceway rules:

1. All minors must be under direct parental or acting guardian supervision at all times.

2. All pet animals must be leashed or confined.

3. No two- or three-wheeled vehicles are allowed except for race officials’ use or as race support vehicles

(race car number and class must be displayed on these vehicles). All 2-, 3-, and 4-wheeeled utility vehicle

must be registered at the office next to the Tire Barn. This must be displayed on the

utility vehicle showing Entrant’s car number. The entrant will be required to sign a release form and

show a valid drivers license, proof of current liability insurance applicable to the utility vehicle. There will

be a $15 fee per vehicle paid at the time of registration at the office. Only licensed drivers 16 and above

may operate race support vehicles or golf carts.

4. All trash must be placed in receptacles provided. Environmentally hazardous waste must be disposed of in

appropriate receptacles. All used tires must be removed.

5. Electric power is available. Tags for the outlets will be issued at time of plug-in and payment

arrangements can be made either with security or in the Pit Stop store.

6. All drivers, members, officials and spectators must comply with the Pit Vehicle Policy of Blackhawk

Farms Raceway; including the purchase and display for a Pit Vehicle Pass for each unit present on the

premises. Passes may be purchased at the Pit Stop store.

Not Part of the Supplementary Regulations

1) Registration Procedure

A. Entries are not official until the entry form is signed, received, paid, and accepted. We are not

responsible for entries lost/delayed in transit, failed online submission, or failed emails. Telephone

entries will not be accepted. Email entries without a valid credit card number will not be processed.

Bad/returned/NSF checks and/or refused credit card charges will cause the entry to be considered a

late entry. The late entry fee is $40.00. Personal checks, cash, cashiers checks, traveler’s checks, and

Visa/MasterCard will be accepted.

B. Make all checks payable to Blackhawk Valley Region SCCA. Please note checks are not accepted for

entries submitted through www.MotorsportReg.com. Entries will NOT be processed without a

payment.

C. Blackhawk Valley and Milwaukee Regions reserves the right to accept or reject any entry. An entry

will not be accepted unless the full entry fee accompanies the entry form. Requests for refunds after

the notification date will incur the cancellation fee and must be made in writing to the Blackhawk

Valley Region SCCA no later than 7 days after the event.

D. Credentials for one driver and up to three (3) crew members will be issued at registration. Three

additional crew passes and extra guest passes may be purchased for $10.00 each. Up to six (6) crew

members are allowed in the pits at one time. There is no charge for guest passes for minors 12 and

under.

E. License confirmation: Competitors whose licenses are in process at the time they wish to race must

obtain confirmation that their license is valid by arranging with the Registrar to telephone the

National Office in Topeka.

F. Drivers and crew will not be permitted in the Competition Paddock area until properly registered

through SCCA Registration.

G. At the time of registration, you must present either a current SCCA license and membership card (or

other proof of membership) or an SCCA Photo ID. Photo ID’s will be available for a nominal fee.

2) General

A. All practice and qualifying times, grid positions, results, and sound readings will be posted and

available at The Drivers Information Center in the pavilion. Grid sheets, race results and trophies will

also be available at the Driver Information Center located in the pavilion. Trophies will be awarded

after results become official. NO TROPHIES WILL BE MAILED.

B. Blackhawk Farms Raceway is a 1.9 mile track.

3) Special Track Amenities and Regulations

A. See Supplementary Regulations for more track rules.

B. Overnight camping is permitted.

C. Breakfast and lunch will be available at the concession stand. Convenience items and electrical hookup

fees can be purchased at the Pit Stop store. Gas, oil, water, air, and games are available.

D. All drivers and participants will be responsible for notifying their crew and guests of registration

hours.

E. Blackhawk Farms Raceway premises MUST BE VACATED by 7:00 PM on SUNDAY, June 30,

2013. A charge may be levied against offenders.

4) Technical and Safety Inspection

A. Regular technical inspection will be conducted at the Tech / Impound area in the central paddock. See

a track map for the location.

B. Official scales will be available for competitors to check vehicle weight. Scales are located at Tech /

Impound area. See Supplementary Regulations event schedule for times.

C. Tech Inspection may be available during the Blackhawk Farms Raceway sponsored test day. Please

contact the chief of tech to determine availability.

5) Rules of the Paddock

A. All vehicles are to be driven at a slow and safe speed in the paddock.

B. All vehicles and trailers must be parked in accordance with Paddock Marshal’s instructions.

C. Trailers may be required to be removed from the paddock area to the trailer park adjacent to the

entrance road.

D. Vehicles and trailers parked in Fire Lanes, unauthorized areas, or parked in violation of the

Paddock Marshal’s instructions will be towed away without notice.

E. No one shall ride on the bodywork of race cars, tow cars, or trailers.

F. No stakes are to be driven into the asphalt in the paddock area.

G. A valid driver’s license is required for operation of all motor vehicles in the paddock (including

golf carts).

H. Skateboards, roller blades and roller skates, motorized skateboards, and non-motorized scooters are

prohibited
